What is the expected behaviour when a device tries to join a network but there's no network to join?

If there are no networks to join (i.e. no networks that have their permit join window open), you'll receive a Network Scanning Error (PH: 55, SH: E0), with Payload 01 00.

Additionally, when you initiate a join, you will receive a network status response that shows that the module is in a "Joining" state. When the Module exits the "Joining" state, you will receive another network status response showing the "Network Down" state.

For example, you may see a stream of frames from the module as follows:
