Ported Commissioning logic to use Network Steering rather than Form/Join Logic to be in line with ZB3.0 standards updates.
RapidConnect Serial Frame 0x01 0x01 (Form Network Command) is superseded by 0x01 0x31 (Network Formation Command). MMB recommends using the Network Formation Command to comply with ZB3.0 requirements
- RapidConnect Serial Frame 0x01 0x00 (Join Network Command) is superseded by 0x01 0x30 (Network Steering Command), in order to comply with ZB3.0 requirements. Network Steering prompts the device to automatically scan and attempt to join a network, first by Install Code, then using the well-known link key to attempt to join a Centralized Network, and finally attempting to join a Distributed network.
- Zigbee Router no longer perform RejoinRequest upon power cycle. Also, it will not perform TCLK update.

- New serial frames to enable configuration of Serial Outgoing Delay and Serial Retry Delay
- New serial frames to enable devices configured as a Coordinator to send Many-to-One Route Request (MTORR) messages at configurable intervals
- Fixes related to error reporting when Invalid Values are specified in various serial frames
- Fixes related to ZDO Announce and Request Key messages not being sent during joining
- Request Key messages: a device configured as a coordinator will ignore Request Key messages from a joining device if the messages are being delivered via a router
- This issue is understood to be rooted in the EmberZNet r21 stacks and is resolved in EmberZNet 6.3.x+
ZDO Send Broadcast: setting destination address to 0x00 doesn't set network destination address to 0xFFFF
- ZCL message encryption: after commissioning a Zigbee 3.0 device to a RapidConnect-based coordinator via Install Code, ZCL messages encrypted with with APS are being sent using an incorrect link key
- This firmware does not function correctly when configured as a Reduced Function Device.
